Databile tra la fine del I e gli inizi del II secolo d.C., sorge nella zona occidentale della città antica. Il monumento, la cui cavea misura circa 98 metri di diametro, è costruito in opera cementizia con paramenti in blocchi di pietra calcarea e in laterizio. Le gradinate e la frons scenae erano rivestite in marmo, così come lastre marmoree e stucchi, ancora parzialmente conservati, decoravano le aulae, i due ampi ambienti che, attraverso corridoi (parodoi), immettono nell'orchestra. La cavea, a pianta semicircolare, è realizzata su sostruzioni e presenta tre ordini: tuscanico, ionico e corinzio. Di questi si conserva solo l'ordine inferiore, costituito da venticinque arcate su pilastri con semicolonne tuscaniche.
Le arcate della cavea, con ampia cornice rifinita, presentavano come chiavi di volta rilievi configurati, rappresentati da busti nell'ordine inferiore e, molto probabilmente, da maschere negli ordini superiori. Alcune di queste maschere sono state reimpiegate in edifici del Centro Storico, dove sono ancora visibili. La cavea terminava nella parte superiore con una galleria, in cui si aprivano nicchie.
