Froito dunha delicada unión entre arte e ciencia, foi creado en 1867 por Giambattista Embriaco, físico e sacerdote dominico apaixonado pola reloxería. En 1873 instalouse o reloxo de auga no Pincio nunha torre de ferro fundido no centro dun estanque proxectado polo arquitecto Gioacchino Ersoch. O estilo floral das agullas e a torre arbórea que contén os movementos do reloxo están deseñados para integrarse perfectamente co parque circundante. Dende os seus inicios, o hidrocronómetro non tivo unha vida doada, polo desgaste do tempo e o incivismo de quen estragou os seus delicados mecanismos ata o punto de bloquear o seu funcionamento. En novembro de 2004, o Centro ELIS, sede dunha das escolas de ourivería e reloxería máis prestixiosas de Italia, propúxolle ao Concello de Roma que se encargase da restauración e posterior mantemento do reloxo de xeito gratuíto.
