Fino a poco più di un secolo fa essa rivestiva anche un’importantissima funzione pratica, in quanto forniva alla popolazione un'acqua ben più salubre di quella dei pozzi interni alla città, spesso inquinati da liquami provenienti da stalle o fogne a dispersione. Faenza fu una delle prime città della Romagna a dotarsi di un acquedotto che, seppur limitato a pochi punti di emissione, rappresentò per lungo tempo un vanto per la comunità.
Già in epoca rinascimentale una fontana ad uso del popolo esisteva presso il loggiato comunale. Poi, nel 1583, fu incaricato di far giungere l'acqua in centro il frate Domenico Paganelli (1545-1624), architetto pontificio e sovrintendente alla fabbrica di S.Pietro (cioé il Duomo Faentino).
Egli trovò un'acqua ottimamente potabile in località Cartiera e fece iniziare la costruzione di un acquedotto in terracotta, lavoro che rimase a lungo interrotto in quanto il frate fu chiamato a Roma per altre opere.
Si riprese nel 1614 e lo stesso Paganelli, su suggerimento del cardinal Rivarola, incaricò della costruzione di una fonte l'architetto ticinese D. Castelli, che condusse a termine i lavori nel 1621.
