La Plaza de Europa se inauguró en 2002. Su construcción se realizó en colaboración con los belgas. El complejo arquitectónico de la Plaza de Europa incluye 48 columnas con banderas de países europeos, el restaurante Europa y la escultura El rapto de Europa. En total, el complejo tiene unos 3.000 metros cuadrados.
La escultura El rapto de Europa, presentada a Moscú por la capital belga, es una compleja composición de acero, vapor y agua. Es la mayor escultura abstracta de la capital. La historia mitológica tradicional se presenta de forma muy peculiar. El gigantesco plexo de tubos de acero inoxidable plateado que se eleva hacia el cielo representa la cabeza del toro, Zeus, y la muchacha, Europa, en sus cuernos. Si se mira en un ángulo determinado y con la iluminación adecuada, se podrá ver claramente la silueta de una mujer.
