Originalmente, la terraza formaba parte de las murallas construidas para proteger la ciudad. Entre 1739 y 1748, el conde Henrich von Brühl, un poderoso ministro del rey Augusto el Fuerte, transformó las murallas en un jardín aterrazado para su palacio. Goethe le dio el nombre de "Balcón de Europa".
En 1814, tras la construcción de una escalera monumental que conectaba la Schlossplatz con la terraza, los jardines se abrieron al público. La escalera está flanqueada por cuatro esculturas de bronce, cada una de las cuales simboliza una estación del año.
Al subir la escalera se pueden ver varios edificios hermosos a mano derecha.
